Health Share specialist briefs council on HR 1 changes, work requirements and renewal frequency

Abraham Rodriguez, communications specialist with Health Share of Oregon, briefed the Solutions Council on federal and state changes tied to HR 1 and Oregon’s implementation timeline. He said noncitizen groups such as refugees and asylees will move to Healthier Oregon starting October 1 and will transition to an OpenCard model in 2027, which removes assignment to a CCO and may disrupt provider networks. Rodriguez warned that many providers will need to adapt because OpenCard requires different billing/enrollment requirements and could concentrate new demand at Federally Qualified Health Centers.
