Senator Mizell presented Senate Bill 233 as a straightforward attempt, prompted by the Department of Health, to create a statewide data-exchange compact that would permit interagency data sharing while ensuring privacy compliance. Mizell introduced an amendment to clarify that an agency retains ownership of any data it shares under the compact, saying the amendment "was put in place to clarify that an agency ... retains the ownership rights of any data shared by the agency pursuant to the compact."
