Senate Bill 4 25 was presented as a statutory implementation of constitutional language governing removal of certain public officials. Sponsor Senator Morris said the bill “simply does what the constitution mandates” and that amendments clarify definitions of malfeasance and set a higher burden — removal by suit would require a final judicial determination proven by clear and convincing evidence.
