Committees carve out KIUC and agree amendments for rooftop solar self-certification pathway

Joint committees advanced SB 23-52 to create a self-certification pathway for behind‑the‑meter rooftop solar and storage after testimony from the Hawaii Solar Energy Association, DLNR, and KIUC; chairs agreed to exclude landscape architects and carve out KIUC from the measure, and set a defective date for later consideration.

SB 23-52 would implement a self-certification process for behind-the-meter rooftop solar and distributed energy resources. Rocky Mould of the Hawaii Solar Energy Association testified in strong support, arguing the change would lower soft costs and help deployment following a loss of federal residential tax incentives. "This measure would implement a self certification pathway for rooftop solar energy storage...it would really help us to lower soft costs," he said.
