Decatur council adopts FY2026–27 budget and sets 2026 tax rate; record votes recorded

After a lengthy presentation, staff and council approved the FY2026–27 budget (Ordinance 2026-0822) and adopted a 2026 tax rate of 0.620275 per $100 (Ordinance 2026-0823); council also ratified the property-tax revenue in the budget by resolution R2026-0822. Staff said impact fees were used to reduce debt pressure in the rate.

City staff presented the FY2026–27 budget and an accompanying tax-rate proposal and explained adjustments to certified taxable value, effects of House Bill 9, and the role of TIRZ/TIRS and new-construction calculations. The presentation said certified values were initially reported at $1,523,000,009.22 but adjustments (TIRS and protested values) produced an adjusted levy base near $1,457,000,000; staff also cited a roughly $21 million impact tied to House Bill 9 business-property exemptions.
