Residents urge transparency as commissioners consider fairgrounds fee changes

Commissioners used the public-comment period to hear sustained concerns about proposed fee increases and changes to long-term stall and building rental agreements at the Box Elder County fairgrounds.

“My name is Mikaela Shannon. I strongly oppose moving forward with a fee increase unless the county 1st provides clear financial data, explains the need for the change publicly, and gives the community a real opportunity to review and respond before any final decision is made,” said Mikaela Shannon, who urged the commission to slow the process and publish operating-cost details. Multiple speakers, including long-term renters and volunteers, said higher fees could force youth rodeo clubs, 4-H programs and small event organizers to hold events elsewhere.

Commission leadership opened the comment period by reiterating there are no immediate plans to close the fairgrounds and that staff were asked to review the fee schedule to ensure costs are covered. “Current renters will be given the opportunity to continue renting if they agree to the new fee schedule and agreement,” the chair said, offering reassurance to stall renters who had received eviction notices in error. Several speakers — including long-term renter Scott Warr and community members who praised fairgrounds staff — asked for clearer, earlier communication if changes are proposed.

The commission did not adopt any fee changes at the meeting. Commissioners said they will review the public comments and the staff cost analysis before returning with recommendations or a future agenda item. The public was told speakers have a single three-minute opportunity and that the clerk will make written comments available to the commission.
