Staff said the update emphasizes that Davis County is nearly built out (about 7,000 developable acres countywide), will add a state-mandated water element, and is proceeding with parallel rewrites of Titles 14 and 15 (building and zoning) to implement the plan's objectives.

Planning staff told commissioners the draft general plan aims to clarify the county's role in land use and limit unincorporated-county development because only a small amount of developable land remains. "We only have 7,000 total acres county wide that could be developed," a staff presenter said, and noted about 2,500 people live in the unincorporated county (a very small share of the county's ~380,000 residents).
