The Senate approved the conference committee report on House Bill 9 56, which revises Title 51 to define and classify consumer fireworks and to provide retail authorization changes. Senator Salina (S7) briefed members that the conference committee legalized additional consumer‑grade fireworks and that the change will allow approximately 600 retailers to sell these products; the sponsor also said the bill prohibits direct‑mail sales to consumers and leaves local approval authority intact.
