Mayor Barhyte moved to send the audit corrective action plan to the state; Council President Tuttle seconded and the motion carried with four votes in favor and one abstention. Councilor Silber said he abstained because he had "looked at it right when you sent it, but not thoroughly." The minutes record the motion passing 4-0 with Silber abstaining.
