Committee hears limits of authority: commissions governed by statute, not council rules
Members were reminded that commissions such as police and fire are created by state statute and governed separately; the rules committee said it cannot change processes for boards created by ordinance or statute and noted the rules review committee's scope is limited to council rules (chapter 2/2.16).
