During the Nov. 19 public hearing on the proposed 2026 budget, City Manager Robert Fiscus described Department 490 (Community Development) as mainly a pass-through for HUD entitlement funds and said housing rehab loan repayments provide additional revenue. He warned that a Pilot Agreement that generated payments in lieu of taxes is expiring and will not be renewed.
