Daniel Rosario defined a "distinct legal matter" as a separate legal representation or proceeding and told bidders to propose annual caseloads justified by staffing and budgets. He said selected bidders under Options A and B "shall track and report both the total number of matters and the total number of unique clients served" in accordance with DDI reporting requirements.
