City staff explained recent changes to state law that affect the Capital Improvement Advisory Committee (CIAC), saying the five-member panel must include at least 50% representatives from real estate development or building industries who are not public officials. Council identified qualifying candidates and moved to appoint Marcus Davis and Sally Desales to CIAC, and to include planning-and-zoning leadership as part of the committee composition under the new rule.
