The board approved awarding the Hayside Community Library roof replacement contract to Martinez Construction for $23,900 after the public bid opening produced no responsive offers. County staff said they then solicited available local contractors and Martinez provided the only responsive quote covering shingles, flashing, approximately 175 linear feet of seamless gutters with seven downspouts, and a $300 allowance for damaged sheeting; the contractor estimated a 45-day completion window following notice to proceed.
