Rogers ISD board authorizes superintendent to finalize Program Manager contract with Gallagher Construction

Rogers Independent School District trustees voted unanimously on Sept. 30 to authorize the superintendent to negotiate and finalize a Program Manager contract with Gallagher Construction Company for potential bond projects.

Gallagher delivered a presentation outlining its role as an owner’s representative, describing comprehensive oversight of construction projects and a focus on cost‑saving opportunities in design, scheduling and delivery methods. During the presentation, the company said it currently manages over $3.8 billion in construction projects as an owner’s representative. Trustee Jesus Mejia asked which construction‑management software Gallagher uses; the presenter replied, "procure, which is a powerful construction management software that delivers real-time data, enabling teams to access critical information instantly." Trustee Keith Caldwell asked, "how can Gallagher help with bond planning/campaign?" Gallagher said it offers full‑service campaign marketing including voter data analysis, website development, messaging and coordinated communications with architects and third‑party consultants.

The authorization motion was made by Trustee Chad Green and seconded by Trustee Bradley Marek; the vote was recorded as 7–0 in favor. The board packet included Gallagher's description of fixed‑fee services and its role in architect selection and trade coordination. The approval directs the superintendent to proceed with negotiation and finalization of a Program Manager contract; no contract dollar amount was specified in the meeting record.

The decision moves the district closer to securing external management for any future bond program; next steps are contract negotiation by the superintendent and any subsequent return to the board for final contract approval if required by district policy.
