Administrator, term limits and disclosure rules added to county code, administrator says

Alma, the administrator for the program, told the advisory board that recent county-code revisions clarify governance and reporting for the wraps and restaurant funds. "The administrator, which is myself, needs to be assigned under the county, auditor, which is in the finance office," she said, and added the advisory board is now defined as a seven-member board appointed by the county council with term limits that will begin with new appointments in January 2027.

Alma also explained the code now requires written disclosures and formal recusal when a member is affiliated with an applicant. "It says in code that it needs to be in writing," she said, advising members to email the administrator their affiliation statements; members may participate in discussion and scoring but must recuse from voting. The revised code also bans using grant funds for indirect costs, administrative overhead, and facilities expenses; that change prompted questions from members about definitions and how the rule will affect applicants, including universities and museums.

The code changes include scheduling rules for activity reports and final reports, a formal process for out-of-cycle requests (paper application to the administrator and council review), and updated provisions for airport facilities and formal scope-change requests. Alma said she will circulate the official ordinance text when available and work with the council on any needed cleanup language.
