Bellaire staff propose tightened drainage rules, annual maintenance reports and penalties for commercial detention

The building official presented proposed updates to Bellaire’s flood-hazard and stormwater code designed to align residential and commercial submittal and closeout requirements. He said the changes follow adoption of the 2024 International Building Codes and that the proposed amendments to sections 9.71 and 9.72 went into effect February 1, 2026. "These went into effect 02/01/2026," the building official stated during his report.
