Parowan council rejects requested zone change, citing road access and density concerns

The Parowan City Council on Aug. 27 denied a proposed rezoning that would have changed Parcel A-0026–A-0027 from A-1 to R-2, voting by voice 3–1 to leave the property at A-1.

Councilmembers expressed concern about access and the capacity of existing streets. One councilmember noted that nearby streets are "substandard roads, with no curb and gutter, and they're approximately 28 feet of asphalt," raising safety and traffic-flow questions if the parcel were developed at higher density.

City staff explained the developer's current plan laid out about 35 parcels and that, if the parcel remained A-1, that lot count would fall modestly — perhaps by 4–7 lots — because A-1 minimum lot sizes would be larger. Staff also said the north access would tie to the 100 North roadway; however that road currently ends just short of the property and the owner of a small intervening strip has only expressed a tentative willingness to sell that strip to allow the roadway to connect.

After discussion a motion to leave zoning as A-1 carried by voice vote. The council did not approve a rezoning to R-2 at this meeting, and no amendment or follow-up timeline for a revised application was specified on the record.
