Board seeks Rena Engineering proposal to restart Hap Road concept designs

Trustees on Tuesday discussed restarting the Hap Road improvement project by commissioning concept design work from Rena Engineering. Staff member Patrick told the board that the project is effectively on hold in Phase 2 (construction documents) and that re-engaging the previous design engineer preserves important survey and CAD work while keeping the village in line for future federal Surface Transportation Program funding.

"Rena Engineering used to be called Patrick Engineering," Patrick said, and the firm proposed Phase 1 services that reuse prior documentation where possible. He told the board the proposal price is $49,650 and that the firm would deliver three distinct concept designs for village and community review. Patrick estimated it would take roughly five to seven months to present initial concepts and stressed the need to maintain eligibility for federal funding, which in past projects has covered a substantial portion of construction costs.

Board members asked about the schedule, committee engagement and county coordination. Patrick said the HAP Road Committee report will guide designers and that committee co-chairs and members could be consulted during design reviews. He also emphasized early coordination with Cook County and IDOT to avoid developing concepts the county would not approve.

The board did not take a formal vote to award a contract during the meeting; staff asked for consensus or direction to proceed with the Rena proposal. The matter will return to a future agenda with any formal procurement steps and contract documents.
