Board debates how to divide new CFPB revenues between district and cities

Chair opened discussion on how incoming CFPB funds should be allocated across the district and municipalities, asking the committee to compile a list of needs and bring recommendations back to the board. A board member urged the group to separate municipal-level services from district-level duties before finalizing any percentage split: "We can make this motion that we put this much on the unincorporated, in this dollar amount, and this much on the county," the board member said, adding that some items must remain funded centrally.

Speakers repeatedly raised the example of district-wide obligations that require central funding. One board member said, "We have to have a fire warden. Right? We gotta have a fire warden," to illustrate positions that cannot be shifted to municipalities. Members agreed to hold back an amount of funding sufficient to cover salaries and district administration and to return with a recommended list of which services should be district-funded. Several participants warned the board that taxpayers in unincorporated areas may react strongly if allocations reduce local vouchers or shift tax burdens.

The board deferred final decisions and asked staff and committees to refine estimates, confirm taxable-value baselines and bring back draft resolutions. Members noted the numbers are estimates tied to certified taxable values and collections that will change as rates and collections are finalized.
