The board moved and approved a motion to table agenda items 1 through 4, including a proposed master services agreement with Verandis for a water-rate study. The solicitor noted statutory exceptions to competitive bidding and said the village may negotiate directly for these services rather than running a full request for proposals: "It's an either or under the Ohio Revised Code. We could do a request for proposal or we can negotiate directly for these services like we did here."
