EDA schedules work session on Hagy property, MHP grant clears way for multifamily RFP

The Cohasset EDA agreed to convene a work session with Travis Luedke on April 13, 2026, to discuss potential townhome concepts for the Hagy properties and next steps for site planning.

Ashley Craiglow reported that city-owned property pricing in developer packets has been updated and that the City received a technical assistance grant from Minnesota Housing Partnership (MHP) to gather baseline information and issue a Request for Proposal (RFP) for multifamily housing on the north side of the road associated with the site. "An adviser stated that the RFP can go ahead without site control; the council's decision will guide further actions and compliance," she said.

Board members discussed options for the Hagy parcel: developing twin homes or townhomes could require variances depending on density; a planned unit development (PUD) could avoid some variance requirements but requires a formal developer plan and planning commission approval. Members noted a waiting list for River Ridge and suggested contacting the original developer to gauge interest; they also cautioned that starting with housing might limit future mixed-use opportunities such as retail or recreation.

A follow-up meeting is scheduled for April 13 to refine concepts and next steps; no formal land-sale or development agreement was adopted at this meeting.
