Colleen Rafferty of Franklin Right to Life brought the Safe Haven baby box proposal to Fiscal Court and placed Addia Wuchner on speaker phone to answer questions about implementation and safety. "There were many concerns about liability and responsibility that would be placed on the County if they decided to add the box," the transcript notes.
