Dan Albrecht, CCRPC staff, reviewed the Clean Water Service Provider (CWSP) model created beginning in 2022 and the role of the Basin 5 Water Quality Council in approving design and construction grants. He described grant categories—Preliminary Design, Final Design and Construction—and showed spreadsheets comparing projected phosphorus reductions with grant expenditures.
