Plan commission reviews draft future land use map; commissioners prefer simple mixed‑use designations

City staff walked commissioners through a draft future land use map that groups areas into commercial, mixed use, industrial, institutional, residential and recreation categories and shows several 'town islands' staff flagged as likely candidates for future incorporation.

"It's not... a zoning map, but it should somewhat correlate with that," Administrator Rindy told the commission, emphasizing the future land use map's role as guidance rather than zoning. Commissioners recommended against adding detailed overlays like floodplain or wetlands to this high‑level map because those data are already available on specialized maps and would clutter the plan's readability.

The commission discussed specific parcels: the old Monroe/Wisconsin Cheese Court building near downtown (staff proposed mixed‑use rather than industrial because of adjacent small businesses), the BNS property north of the high school (commissioners asked staff to make the larger square mixed‑use to avoid repeated rezones), the Greene County Fairgrounds (commissioners agreed residential was acceptable but cautioned on platting), and Honey Creek Park/wastewater parcels (staff noted a potential option for Badger State Ethanol to purchase part of that western parcel and said parcels would be split by CSM if executed).

Staff said the plan will include a clearer definition table correlating future land use categories to existing zoning districts to reduce confusion, and they will incorporate commissioner feedback into the draft scheduled for release in early November.
