DDA chair: City Center LDP cleared; developers targeting an October closing

The DDA chair told members on Aug. 25 that the City Center project’s land development plan (LDP) was signed off by the city and that Greystar resubmitted the plan to DeKalb County after working through the county’s comments. "The LDP was signed off by the city, and everything now now is between Greystar and DeKalb County," the chair said.

The chair said the developer resubmitted the LDP and hopes the county will issue approvals in about two weeks, and that the team is working toward a closing in October. He cautioned several closing documents and bond steps remain: "There’s still some stuff with the bond," he said, noting lenders’ coordination is a critical remaining step.

Board members and staff discussed sequencing between Greystar, which will perform site work and core construction, and Vantage, which is handling retail programming. A staff member described a likely construction cadence: roughly 18 months to get shells and certificates of occupancy for first portions of the residential work, with a retail build-out following and a full completion timeline “probably 2.5 years at the outside.”

The board did not take a formal vote on next steps for the project during the update; members said they will continue monitoring the closing, the bond documents, and the county review. The DDA’s next substantive milestone remains the developers’ lender signoff and the closing that the chair said the team is targeting for October.
