Commissioner Bill (speaker 1) opened the critique of the draft code by telling the group the presentation had been rushed by the consultant and that the text remains difficult to use. "I feel our what this code is still somewhat of a mess," he said, urging more time and concrete edits before taking the draft to hearings.
