The Fairfax County Wetlands Board spent substantial time debating the distinction between maintenance/repair and replacement for failing bulkheads and whether the county’s process slows emergency responses. Several board members and the applicant said other jurisdictions allow maintenance classifications more readily; staff and the chair responded that this specific case involved a collapse into tidal wetlands and therefore met the county’s replacement criteria.
