Board reduces land value for PID 12429 after floodplain classification
Representing his mother, Ray Ritenour told the BOE that PID 12429 is in the floodplain; the board agreed to reclassify residual land to woods with a 0.5 condition and reduced the land/overall value to $5,100.

At the 2:00 p.m. hearing on June 16, 2026, Ray Ritenour appeared for his mother, Kitty Ritenour, and informed the Shenandoah County Board of Equalization that PID 12429 lies within the floodplain. The board discussed the land condition and moved to reduce the land value accordingly.
