Planning director reports modest permit slowdown, announces Unified Development Code kickoff

Ashley Bailey, planning and development services director, presented highlights from the department's work over fiscal year 2025 and previewed an upcoming Unified Development Code (UDC) update process.

Bailey listed recent land-use activity: one annexation, eight rezonings, five specific-use permits, and 67 site-development applications. She said commercial permits have been stable and single-family residential permits are starting to rise again. Bailey noted completion of the Pflugerville Forward Mobility master plan and the diagnosis phase of the UDC; she said the UDC update will kick off soon with a first public meeting expected at the beginning of November. She also noted the city achieved Scenic City platinum status.

Council members asked whether the city is experiencing uncontrolled growth; Bailey described the pattern as "healthy growth," not the earlier rapid pace, and said permitting data and public GIS dashboards are available for review online. No formal actions were taken during the presentation.
