City explains budget coding changes that make some line items look larger

City staff told the council that some large line-item changes are the result of reclassification rather than new spending. Aspen said the Tooele County dispatch contract (about $157,000) was shifted from a police 'dues and fees' line into 'other professional services' so the contract is categorized more appropriately; the police department's other lines were adjusted accordingly.
