Applicant asks RDA for more time on 11th Street curb-appeal project; attorney says prior extension expired

An applicant for the RDA's curb-appeal grant for an 11th Street property appeared at the meeting to ask whether the board would allow another extension after contractor delays.

"I spoke with Jeff Nices. He encouraged me to come and see you guys about, and he actually kinda made it sound like there was other funding other than the curb appeal," the applicant said, adding that the contractor "seems to be making progress, but at the same time, not as much as I'd like to see." Administrator Wendy outlined two options: amend the original curb-appeal agreement (which would avoid a new application) or require the applicant to apply for the HIP program as a new grant application.

Attorney Bardoff advised the board that the prior extension — granted through July 1 — has expired. "I don't think we can extend something that's already has expired," he said, recommending the applicant pursue a new HIP application if she wants to seek funding under that program. Members asked staff to have Jeff reconnect with the applicant to determine HIP eligibility and to return with an update for the October meeting. One member said they would review a formal HIP application only if it was submitted and with Jeff present for consideration.
