Assemblymember (author) presented AB 22-31 as a narrowly targeted judicial-streamlining measure designed to help two specific hospital projects in the Bay Area (Santa Clara and Emeryville) move forward without protracted litigation delays. Sutter Health's Joe Grigorich said the projects would address regional inpatient and emergency care capacity shortfalls and were vulnerable to delay under current processes.
