Council adopts updated conflict‑of‑interest code after public comment

After a citizen requested clearer disclosure rules and questioned whether certain positions should file higher‑level disclosures, staff and the city attorney explained the proposed code assigns disclosure categories based on responsibilities rather than contractor status and that the categories are standard practice. "The intent of this is to have the disclosure categories apply based on responsibilities, not on whether somebody's an independent contractor or not," staff said during the discussion.
