Kim Curley, a Bend consultant and volunteer caregiver, described an incident during public comment in which a neighboring business owner parked a work truck in an ADA loading area and prevented access for a person using a power chair. Curley said she left the meeting and returned to find the vehicle still blocking the space and recounted that the business owner responded rudely when she raised the issue.
