Commission continues debate on C-1/C-2 mixed-use code changes; public hearing set for August

Commissioners spent a significant portion of recent work sessions and the July 23 meeting discussing proposed mixed-use changes for the C-2 zone and how to align C-1 mixed-use standards with that draft.

Tommy Christie, a member of the vision committee, summarized the committee's aims to promote mixed-use in the C2 zone to help local businesses and attract a restaurant and other services to the Historic Core. "The mixed use might have challenges getting passed but he believe this is a good start and that it will help revive the commercial aspect in town," the minutes record. Commissioners debated density (one mention of four residential units per acre as a draft target), the required proportion of commercial floor area in mixed-use buildings (minimum 50% commercial in several drafts), parking and garage requirements for residential units, and a suggested prohibition on short-term rentals under 90 days. Architectural guidance such as pedestrian-scale facades, pitched roofs consistent with Western mountain architecture, and the option to consider round buildings were discussed.

No formal action was taken on July 23; commissioners directed staff to refine language and prepare materials for a public hearing planned for August. The commission noted the need to harmonize the mixed-use ratios and to add clearer definitions for height measurement, frontage, and curb-cut terminology before final recommendation to the Town Council.
