Local Planning Agency backs land-use and zoning changes, development agreement for Timberlane waterfront restaurant

Aug 12, 2026

The LPA recommended approval of FLU25-10 and ZON25-08 with a development agreement that would allow a restaurant/bar at Timberlane Road and U.S. 19, ban residential uses on the parcel, limit FAR to 0.11 and ISR to 0.26, prohibit amplified music and require buffers; the items go to the Board of County Commissioners on Oct. 27, 2026.

The full story

The Pinellas County Local Planning Agency voted unanimously to recommend approval of FLU25-10 (future land use map amendment) and ZON25-08 (zoning atlas amendment) for a roughly 3.22-acre former mobile-home park at the east end of Timberlane Road in Palm Harbor. Scott Swearingen, the county’s long-range planning manager, told the board the development agreement tied to the rezoning would forbid residential uses and impose multiple limits: a floor-area ratio capped at 0.11, an impervious-surface ratio of 0.26, and a binding concept plan to control building placement, setbacks and parking. Swearingen said the concept plan and development agreement “remove the potential for residential units” and help keep the site out of residential uses in a coastal high-hazard area.
