Council approves R‑1A rezoning for Highway 89 property after applicant testimony

The Perry City Council voted 3–1 to approve Ordinance 26 K on Aug. 27, applying R‑1A zoning to a 2.75‑acre parcel at the north end of town near 1670 S. Highway 89. Bob Barnhill, the city staff presenter, told the council the property currently contains a residence and agricultural acreage and that the requested R‑1A designation would "allow for that" kind of residential use with limited animals. Planning Commission had recommended approval 5–0.

An applicant who described himself as the landowner told the council the parcel has been used for agriculture for many years and pointed to irrigation easements affecting downstream users. He said, "Our, the house is, an old farmhouse over a 100 years old," and described constraints that make commercial redevelopment costly. Council members questioned whether the change fit the city’s long‑term plan and whether it would make the property more marketable; supporters said lower density could be appropriate. Council member Toole moved approval; after discussion the council approved the ordinance by a 3–1 vote.
