Aaron, speaking for the Tree Board, proposed restarting a tree nursery at Everett Monroe Park using IBC totes and wood chips to grow bare‑root saplings that can be planted or sold to support the Tree Board’s work. He estimated that the system could be built for roughly $1,000–$1,500 and that an initial batch could be hundreds of saplings; he told council the system can be moved if future redesigns of the maintenance yard are required.
