Committee recommends special-event permit for Minhas Kitchen’s Oktoberfest on Oct. 10–11

The Public Safety Committee recommended that the Common Council approve a special-event permit for Minhas Kitchen to hold an Oktoberfest on Oct. 10–11, according to the staff presentation. Staff described the event as an outdoor beer-garden setup with live music and estimated attendance of 100–200 people at a time.

"They're just doing this special event because it could be 100 to 200 people out there at a time," the agency official said while describing crowd-size expectations. Committee discussion clarified permit hours listed on the application (noon to midnight), noted that bands would likely play Friday evenings after 5 p.m. and at times throughout Saturday, and confirmed that amplified sound permits had been applied for.

Staff explained that even though the event would occur on private property, city ordinance requires a special-event permit when an activity could affect public resources such as parking and traffic; staff referenced prior larger events that required street closures. A committee member moved to approve the permit recommendation, the motion was seconded, roll call votes were recorded as 'Aye', and the recommendation will proceed to the Common Council for final approval.
