Kemper Sports outlines operations plan for Jackson County's new PRC

Kemper Sports executives presented an operating plan for Jackson County's new multiuse Pandemic Response Center, telling county leaders the company will staff the facility with a local on-site general manager and a support team drawn from Kemper's national operations.

"We have been around for almost 50 years," said Andrew Fleming, executive vice president of strategy at Kemper Sports, introducing the company and its national experience. Fleming and operations staff emphasized a model that pairs local programming with weekend revenue events and regular reporting to county officials.

Kemper's senior operator described how the calendar will be balanced to serve Jackson County residents while generating revenue. "Typically, the way that these types of facilities operate, Monday through Thursday is reserved for local community use," said the operator, who described monetizing Friday through Sunday to support the facility's P&L. The presenters said they will run biweekly check-ins with county staff and provide a monthly financial packet and marketing snapshot to the fair board.

Presenters detailed vendor platforms (Finley for sports operations, Lightspeed for food and beverage), FF&E procurement and SOPs for safety and emergency response. The team said they are working through roughly 120 preopening tasks in an Asana project list leading to an opening-day plan. The company invited commissioners to request additional data and follow-up as the service agreement and operating budget are finalized.
