Residents urge stricter rules as Butler County Planning Commission takes public comment on draft data center regulations

The Butler County Planning Commission on July 7, 2026 heard more than two hours of public comment on draft data center regulations, with residents urging mandatory noise and water protections, independent environmental studies and stronger reporting requirements.

Speakers repeatedly raised potential long-term harms from battery-storage fires, groundwater use and continuous low-frequency noise. Steve Shannon, who said he has run SDS Incorporated for 33 years, urged commissioners to evaluate “propylene glycol, selenium, cadmium, chromium, lead & heavy metals with regard to battery storage,” and said emergency response should include specialized foam and water-treatment plans. Residents also questioned notice distances; Shannon asked the county to set landowner notice at “5280 feet, basically one mile, instead of 1000 feet from the projected site.”

Several commenters linked noise and public-health concerns to livestock and vulnerable residents. “With data centers continuous noise for 24 hours a day, there will never be relief and reprieve,” Sarah Hinshaw told commissioners, urging mandatory full‑spectrum sound modeling and monitoring. Other speakers asked the county to require independent water feasibility studies and to prohibit use of non‑public water sources unless studies show no adverse impacts to nearby wells.

Planning staff said the session was the first of two public meetings and that the commission will hold an official public hearing on August 4, 2026; a joint work session with the Board of County Commissioners is set for July 21. No action was taken on the draft at the July 7 meeting. The commission did, however, approve several routine land‑use items and a variance (see separate coverage of votes and actions).
