Fairgrounds board ranks top projects: user guide, fee schedule, permanent-change procedure, bylaws

The board voted to prioritize four near-term projects for the fairgrounds: (1) update the Fairgrounds user guide, with attention to noise restrictions; (2) review and update the rental fee schedule; (3) create a standard procedure for permanent infrastructure changes; and (4) update the bylaws. Alex Russell moved the prioritization and the motion passed by voice vote.

Members said the user guide is critical because it is the first document potential renters read and could reduce disputes by clarifying allowed uses and restrictions. Morgan Squires noted the user guide could incorporate a noise policy to address long-standing concerns: "This user guide is gonna be pretty detailed project," Morgan said, adding that public meetings and outreach to rodeo groups likely will be part of the process. The board agreed Morgan should present the ranked list to the county commission for input and direction.

The board amended a motion to present the priorities at the county commission meeting in September and set the presentation for Sept. 8. Members discussed county-attorney review for documents that change rules or charges, and Morgan and commissioners noted attorney time and commission approval will guide whether and how changes proceed.
