County staff walked through what to include in an RFEI submission and how staff will use responses. ‘‘The real crux of the submission should answer who, what, how, and why,’’ McDonald said, advising respondents to introduce their organization, describe the concept, explain how it aligns with county goals and note what resources (land, financing, tonnage) the project would need.
