Fairfax County’s Solid Waste Management Program on a recorded information session reiterated that its request for expressions of interest (RFEI) is an information‑gathering step, not a procurement. “The RFEI is not a procurement and it does not constitute a solicitation, contract, or payment,” said Melissa McDonald, sustainability projects manager for the county program, in opening remarks.
