Commissioners push for clearer CIP process and more public engagement

Commissioners used the capital improvement plan discussion to press staff for a clearer, more collaborative process for setting capital priorities and for consistency in what the city treats as "capital." Commissioner Wenham said he was concerned by inconsistent capitalization across departments and urged staff to standardize what gets elevated into the CIP.
