Amendment trims interchange work; Twin View realignment, signaling and funding remain focal points

Planning staff told commissioners the amended project does not trigger the larger interchange, overpass and roadway widenings that were part of the original entitlement, but the application does relocate Twin View Boulevard to align with Oasis Court and add a signalized four‑way intersection.

Danny Chester described the earlier entitlement that anticipated an eight‑lane overpass and an 11‑lane intersection at the main driveway; under the amended proposal those improvements are no longer proposed. "We would have had an 8 lane overpass. Today it's 2 lanes, would have an 8 lane overpass...That's an 11 lane, just just a modest 11 lane intersection," Chester said while reviewing the historical entitlement. The applicant instead proposes a realigned Twin View with a four‑way signalized intersection and interim roadway improvements sized for the current entitlement.

On funding and broader corridor impacts, Public Works staff member Josh Anthony said the project remains in both the citywide traffic impact fee program and the North Redding Traffic Benefit District (NRTBD), and staff plans to bring potential NRTBD and specific plan adjustments to the city council for long‑range re‑evaluation. Commissioners also discussed whether bus turnouts, roundabouts and ultimate interchange solutions should be revisited during further design review.
