County officials told residents the strongest approach to control land use and renewable siting is zoning, which creates clear, enforceable rules and a public notice/hearing process. "That's the difference between an unzoned and a zoned area is a zoned area, we already have enforcement mechanisms that we can put in place right here and there," consultant Josh Alvin said while explaining why moratoria can lead to protracted court fights.
