Residents press county on renewables moratorium as survey is developed

Multiple residents used the survey meeting to press elected officials about an existing moratorium on large wind and solar projects. At least two speakers asked for an extension, citing signed land-lease activity and concerns that projects could start before new rules are in place. Jim Emerson, the county counselor, told the crowd he expected the commission to "be reconsidering the moratorium" before the end of the year.

Consultant Josh Alvin said moratoria are often treated as a reasonable, time-limited measure and that 12 months is a commonly used period based on prior practice. He and county officials cautioned that moratoria in unzoned counties carry litigation risk because they are administrative policies rather than codified zoning with enforceable penalties; Alvin explained that zoning provides firmer enforcement mechanisms such as liens or court actions, while moratoria can lead to costly legal challenges if they are prolonged without transitioning to zoning.
