County consultant previews comprehensive-plan survey, outlines 12–18 month process

Consultant Josh Alvin of Adams Jones Law Firm introduced a draft comprehensive-plan survey and described how the county intends to use responses to identify priorities for roads, housing, utilities and economic development. "If anybody that doesn't know what a comprehensive plan is, it's a road map on how a governmental or any type of taxable entity operates within a given amount of time, usually, about 20 years," Alvin told the room.

Alvin said the first, preliminary survey will be published by the end of the year and run roughly six to seven weeks; he said the project team expects "our first preliminary results within 2 weeks" after publication and plans a work session to review early participation in March. He gave a target of spring 2026 for final plan approval and said the process is meant to be iterative: the preliminary survey is an "issue-spotting" tool that will be followed by topic-specific public hearings and advisory boards where needed. Alvin emphasized that personally identifiable responses would not be published and that outreach will include QR codes, chamber partners, and paper copies at city halls.
